The meeting will begin at 5 p.m. Wednesday, July 5, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
On the agenda is a consideration of issuing bonds to refund the dissolved Clearlake Redevelopment Agency’s outstanding bonds.
If that bond reissuance moves forward, it’s estimated that based on current market rates it will generate approximately $1.9 million in cash flow savings through 2036 that would be divided among the taxing entities, according to the report from city Finance Director Chris Becnel.
Another item on the agenda is the approval of a resolution approving the form of escrow agreements relating to the refinancing of the outstanding bonds.
The third item on the agenda is a request from the Clearlake Police Department to hire a community service officer.
Acting Police Chief Tim Celli’s report to the council explains that the agency currently is experiencing a staffing shortage related to sworn officers. While the hiring process is ongoing, it can take several months to hire an officer.
Celli is suggesting hiring a nonsworn community service officer who he said can be helpful to the department in many ways, including taking nonemergency investigative reports. The training period and hiring process also are significantly quicker for that position.
Another benefit, said Celli, is that when the community service officer position has been used in the past, individuals who have filled it have successfully transitioned to being police officers.
“It would be ideal to transition a Community Service Officer who has worked in the field at our department for a period of time to a sworn police officer when ready,” Celli said.
