SACRAMENTO –Four measures authored by Assemblymember Mariko Yamada (D-Davis) in 2013 have recently been signed by Gov. Brown.

“I appreciate Gov. Brown’s signature on bills that we sent to his desk in support of California’s vulnerable adults and at-risk youth,” said Assemblymember Yamada.

The following bills have been signed into law:

AB 394 – Alzheimer's Disease and Related Disorders Research Fund Tax Check-Off
This bill allows the Alzheimer's Disease and Related Disorders Research Fund income tax check-off to remain on the state income tax form for five additional years by extending the sunset date for the check-off from January 1, 2015 to January 1, 2020.

AB 602 – Reporting Abuse of Mentally and Developmentally Disabled Persons
This bill requires employees at Developmental Centers and State Hospitals to report serious assault and abuse incidents directly to outside law enforcement agencies within two hours. Prior to this legislation, reports were only made internally within 2 days and reporting to outside law enforcement was not mandatory.

AB 776 – Coordinated Care Initiative Stakeholders
This legislation will ensure that Area Agencies on Aging (AAA) and Independent Living Centers (ILC) are included as stakeholders as the Department of Health Care Services begins the process of integrating medical and long-term care services for "dual-eligible" Californians under the terms of the Coordinated Care Initiative (CCI).

AB 1006 – Sealing Juvenile Records
This bill will help reformed juvenile offenders start adulthood with a clean slate by standardizing the process for informing juvenile offenders of their right to seal their juvenile records. Courts and probation officers would be required to provide this information when the youth has fulfilled the requirements of the court or probation.

Earlier this year, Gov. Brown signed Yamada’s AB 557, legislation bringing greater transparency to veterans home residents’ financial obligations.

In addition, Yamada authored two resolutions approved by the Legislature. House Resolution (HR) 5 honored the 100th Birthday of Civil Rights champion Rosa Parks on February 4th, 2013.

Assembly Concurrent Resolution (ACR) 14 authorized renaming a rest area on California I-5 after fallen Yolo Deputy Sheriff Tony Diaz.

The memorial was dedicated on Friday, Sept. 20, outside of the town of Dunnigan in Yolo County.

Assemblymember Yamada represents the 4th District which includes all or portions of Colusa, Lake, Napa, Solano, Sonoma and Yolo counties. She is the chair of the Committee on Aging and Long-Term Care.

MIDDLETOWN, Calif. – Elder Day Services of Lake County will be bringing to the Middletown Senior Center a “day club” designed for seniors with cognitive or physical impairments.

Within a friendly environment, the program provides individualized care and structured activities appropriate to the person.

To find out more about this program, there will be a “meet and greet” reception with light refreshments on Friday, Oct. 25, from 1 p.m. to 3 p.m. at the Middletown Senior Center.

You will meet Program Director Jenny Johnson and Christie Fricke, activity therapist.

Johnson currently directs the successful Lake County Adult Day Center in Clearlake twice a week.

The program offers a variety of social experiences and one-to-one interactions on the level of the participant.

The first session is always free so you can determine if this is for you and your “care receiver.”

KELSEYVILLE, Calif. – “A Scary Night Under the Stars” will take place on Saturday, Oct. 26, at the Taylor Observatory.

The event will take place from 6:30 p.m. to 8:30 p.m.

Enjoy a “spook-tacular evening” with refreshments and Halloween decorations. See their “Scary Night” show in the full dome planetarium.

Shows will play every hour on the half hour. View Deep Sky Objects through our telescopes. Enjoy the musical entertainment by Rafael and Christian Contreras along with the sounds of Halloween.

Costumes are encouraged to engage in the spirit of Halloween. Join in the children's costume contest. Children under 12 years of age will receive a treat bag.

Ticket prices are $5 for adults and $3 for children under 12 years.

KELSEYVILLE, Calif. – The 12th annual Saw Shop Gallery Bistro’s benefit dinner for Habitat for Humanity Lake County will be held at 6 p.m. Monday, Nov. 4.

The funds received will go toward improving the lives of Lake County residents by providing safe, affordable, accessible housing.

This is the main funding event for Habitat for Humanity Lake County.

The dinner will be a multicourse, sit down meal.

All costs of the dinner are donated to Habitat for Humanity including the food, wine and the staff hours of the Saw Shop Gallery Bistro. This is a truly fun event.

Tickets are $100 each and table sponsorships for $800 also are available.

NORTH COAST – Caltrans reports that the following road projects will be taking place around the North Coast during the coming week.

Included are Mendocino County projects that may impact Lake County commuters.

LAKE COUNTY

Highway 53

– Highway widening and rehabilitation from Crawford Avenue to the junction of Routes 20/53 will continue. Work hours are 6:30 a.m. to 6 p.m., weekdays. On Saturday, Oct. 12, work hours will be 10 a.m. to 10 p.m. One-way traffic control will be in effect. Motorists should anticipate 15-minute delays. Contractor – Teichert Construction of Davis.

Highway 175

– AT&T of Santa Rosa has been issued a Caltrans Encroachment permit for utility repairs from Anderson Springs Road to Santa Clara Street. Work hours are 7 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.

MENDOCINO COUNTY

Highway 1

– Guardrail repairs at various locations from Pirates Drive to Navarro Ridge Road will continue. Work hours are 7 a.m. to 7 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 5-minute delays. Contractor – Coral Construction of Wilsonville.

– Replacement of the Greenwood Creek Bridge will continue. One-way traffic control with a temporary signal will be in effect 24 hours per day, seven days per week. From 7 a.m. to 7 p.m., weekdays, motorist should anticipate 10-minute delays. At other times motorists should anticipate five-minute delays. Contractor – Golden State Bridge Inc. of Martinez.

– Pavement repairs from 0.6 mile north of the junction of Routes 1/128 to the Albion River Bridge will continue. Work hours are 7 a.m. to 5 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays. Contractor – Granite Construction of Ukiah.

– Bridge painting at the Albion River Bridge will continue. One-way traffic control with a temporary signal will be in effect 24 hours per day, seven days per week. Motorists should anticipate 10-minute delays. Contractor – Jeffco Painting and Coating of Vallejo.

– Replacement of a culvert with a bridge at Dunn Creek will continue. One-way traffic control with a temporary signal will be in effect 24 hours per day, seven days per week. Motorists should anticipate five-minute delays. Contractor – Shasta Construction of Redding.

Highway 20

– Culvert rehabilitation from 1.5 miles east of Two Rock Lookout to the Broaddus Creek Bridge will continue. Work hours are 7 a.m. to 5 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate 10-minute delays.

Highway 101

– Caltrans will perform slide repairs near the Korean War Veterans Memorial Bridge (near Frog Woman Rock). Northbound traffic will be restricted to one lane 24 hours per day, seven days per week. Motorists may experience minor traffic slowdowns.

– Northern Aggregates Inc. of Willits has been issued a Caltrans Encroachment permit to add turn lanes just south of Black Bart. Work hours are 7 a.m. to 3 p.m., weekdays. Traffic will be restricted to one lane in each direction of travel. Motorists may experience minor traffic slowdowns.

– Highway construction from 1.0 mile south of the Haehl Overhead Bridge to the Haehl Overhead Bridge will continue. Daytime work hours are 7 a.m. to 7 p.m., weekdays. Nighttime work hours are 7 p.m. to 7 a.m., Sunday evening through Saturday Morning. Intermittent full road closures will be in effect. Motorists should anticipate 10-minute delays. Contractor – DeSilva Gates Construction of Dublin.

– Highway construction from 0.8 to 1.5 miles south of the North Willits Railroad Crossing will continue. Daytime work hours are 7 a.m. to 7 p.m., weekdays. Nighttime work hours are 7 p.m. to 7 a.m., Sunday evening through Saturday morning. Intermittent full road closures will be in effect. Motorists should anticipate 10-minute delays. Contractor – DeSilva Gates Construction of Dublin.

– PG&E of Santa Rosa has been issued a Caltrans Encroachment permit for utility repairs just north of the UPP Creek Bridge through Friday, Oct. 11. Work hours are 7 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.

– PG&E of Eureka has been issued a Caltrans Encroachment permit for utility repairs from Ryan Creek Road to 1.0 mile north of Shimmons Ridge through Friday, Oct. 11. Work hours are 8 a.m. to 4 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.

Highway 128

– Navarro Ranch of Philo has been issued a Caltrans Encroachment permit to install a driveway near Philo Greenwood Road. Work hours are 8 a.m. to 3 p.m., weekdays. One-way traffic control will be in effect. Motorists should anticipate five-minute delays.

Work on all these projects is weather permitting and subject to change. Caltrans advises motorists to drive with caution when approaching work areas and to be prepared to stop at traffic control stations.

The Caltrans Traffic Operations Office has reviewed each project and determined that individual project delays are expected to be less than the statewide policy maximum of 30 minutes, unless noted otherwise above.

LAKEPORT, Calif. – More than 25 Lakeport stores will open their doors to hand out treats to children in costume on Wednesday, Oct. 30, from 2 p.m. to 4 p.m.

Families are invited to enjoy a safe and fun Halloween on Main Street, concluding at 4 p.m. with a costume contest on Museum Square.

There is no charge for this event, which will be held rain or shine.

Maps indicating trick or treat locations will be available after Oct. 23 at participating businesses or at the Lakeport Main Street Association desk in the lobby of City Hall at Second and Park streets.

On the day of the event, participating businesses will have a pumpkin sign in the window to indicate their participation.

This event is sponsored by the Lakeport Main Street Association, a group of merchants, property owners and involved citizens who are working to build a better downtown Lakeport.
