Council to discuss police chief appointment, redevelopment business Thursday

CLEARLAKE, Calif. – The Clearlake City Council this week will discuss the police chief's job and further redevelopment agency business.

The council will meet in open session at 6 p.m. Thursday, Feb. 9, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.

Before the regular open session, the council will meet at 5 p.m. for a special closed session to hold a performance evaluation of interim Police Chief Craig Clausen, and also to consider the police chief appointment.

Clausen has been filling in on an interim basis since Chief Allan McClain retired at the end of 2010.

During open session, interim City Administrator Joan Phillipe will take to the council her proposal for which city employees to serve as redevelopment agency successor staff.

The council previously decided that the city would act as the successor agency to the Clearlake Redevelopment Agency, which is closing down as a result of state legislation to close redevelopment agencies that the California Supreme Court has upheld.

Phillipe noted that since she will sit on the successor agency's oversight board, “it is not reasonable to also serve as staff as well.”

As such, she has designated City Clerk Melissa Swanson to serve as the oversight committee's clerk.

Interim Finance Director Sandra Sato also will act as support staff to the board, helping Swanson prepare reports and recommendations for the board’s consideration, based on council recommendations, according to Phillipe's report.

There is no extra staff funding cost to the city, Phillipe noted, as oversight committee staffing is covered in the city's enforceable obligations payment schedule.

Also on the agenda for Thursday, the council will present to the NAACP Lake County Chapter a proclamation declaring February as Black History Month.
