LAKE COUNTY, Calif. — The Clearlake City Council is set this week to hold its first meeting of 2022, during which it will discuss a cannabis operation, consider a new building project at the city’s senior center and decide on a proposal to stop illegal dumping.
The council will meet at 6 p.m. Thursday, Jan. 6, in the council chambers at Clearlake City Hall, 14050 Olympic Drive.
The meeting will be broadcast live on the city's YouTube channel or the Lake County PEGTV YouTube Channel. Community members also can participate via Zoom or can attend in person.

To give the council adequate time to review your questions and comments, please submit your written comments before 4 p.m. Thursday, Jan. 6.
Each public comment emailed to the city clerk will be read aloud by the mayor or a member of staff for up to three minutes or will be displayed on a screen. Public comment emails and town hall public comment submissions that are received after the beginning of the meeting will not be included in the record.
On Thursday, the council will hold a public hearing to consider the appeal of the Clearlake Planning Commission’s approval of conditional use permit applications and approval of the corresponding mitigated negative declaration for commercial cannabis operations located at 2185 Ogulin Canyon Road and owned by Ogulin Hills LLC.
If the council takes staff’s suggestion to deny the appeal, the council will then consider approving a development agreement for the project.
The council also will consider a resolution authorizing the extension of the temporary closure of certain roads, to reduce illegal dumping and to protect the environment and the public health and welfare.
Under council business, they will discuss a proposal to construct a warehouse facility at the Clearlake Senior/Community Center and consider Mayor Dirk Slooten’s 2022 appointments.
Other items on Thursday’s agenda include presentation of recognition to employees and volunteers; presentation of a proclamation declaring January 2022 as Human Trafficking Awareness Month; consideration of appointing council members to represent and vote on behalf of the city at the CalCities, Redwood Empire Division Business Meetings and represent the city and vote at the division legislative committee meetings; and consideration of Resolution 2022-04 amending the city of Clearlake's contract with California Housing and Community Development to include Community Development Block Grant disaster recovery funding; and consideration of authorizing the city manager to prepare and submit two program income only applications through the California Housing and Community Development Community Development Block Grant Program.
On the meeting's consent agenda — items that are not considered controversial and are usually adopted on a single vote — are cancellation of the declaration of local emergency issued on Oct. 9, 2017, and ratified by council action Oct. 12, 2017, for the Sulphur fire; continuation of declaration of local emergency issued on Aug. 18, 2021, and ratified by council action on Aug. 19, 2021; continuation of declaration of local emergency issued on Aug. 23, 2021, and ratified by council action on Sept. 16, 2021; continuation of declaration of local emergency issued on March 14, 2020, and ratified by council action on March 19, 2020; continuation of authorization to implement and utilize teleconference accessibility to conduct public meetings pursuant to Assembly Bill 361; warrants; minutes of the November and December 2021 meetings; minutes of the Nov. 10 Lake County Vector Control District Board meeting; and amendment to the Regional Government Services Authority consultant contract.
