Notice for submitting arguments for and against Northshore Fire special tax

Notice of Election and Date Fixed for Submitting Arguments for or Against Northshore Fire Protection District’s
Special Tax Measure “N” to Be Voted on at a Special Election on November 5, 2019

NOTICE IS HEREBY GIVEN to the qualified electors of the Northshore Fire Protection District (the “District), that in accordance with applicable law, the Board of Directors of the District has called a Special Election to be held on Tuesday, November 5, 2019. The polls will be open between the hours of 7:00 AM to 8:00 PM on Election Day; at which election there will be submitted to the voters the question of imposing a special tax pursuant to Government Code sections 50075-50077.5, 53720-53730, and 61121(a) and other applicable law for fire protection and emergency medical response services.

The statement of the measure to appear on the ballot is as follows:

“To improve rapid, local emergency medical and fire services, hire firefighters, and replace outdated fire equipment/apparatus, shall the Northshore Fire Protection District replace the current tax, adopt a new annual special tax at $126/residential parcel and other rates for other land-uses; raising approximately $1,713,000 annually; with an optional yearly increase based on the CPI-West Region to start in 2023 up to 3%, reviewed by citizen’s oversight committee; until ended by voters; with funds staying in Northshore Fire Protection District?”

If two-thirds (2/3) of the qualified electors of the District voting on District Measure “N” vote “YES”, then the District’s Ordinance No. 2019-01 will become effective for the 2020/2021 fiscal year levied against all taxable real property within the District.

Arguments for and against District Measure “N” must be typed and submitted to the Lake County Registrar of Voters (707-263-2372), Courthouse – Room 209, 255 N Forbes Street, Lakeport, no later than 5:00 PM on Tuesday, September 3, 2019. Written arguments may submitted by the Board of Directors of the Northshore Fire Protection District or any member or members of the board, or any individual voter who is eligible to vote on the measure, or bona fide association of citizens, or any combination of such voters and associations may file a written argument for or against any district measure. No argument shall exceed 300 words in length. No more than five signatures shall appear with any argument. All arguments must be accompanied by the “Statement That Argument is True and Correct” as required by Section 9600 of the California Elections Code provided by the Registrar of Voters Office, stating the printing name and signature or printed names and signatures of the person or persons submitting it or, if submitted on behalf of an organization, the name of the organization and the printed name and signature of at least one of its principal officers.

Only one argument for and one argument against District Measure “N” shall be selected for printing and distribution with the sample ballots. Author(s) of a selected argument may prepare and submit a rebuttal argument not exceeding 250 words to the Lake County Registrar of Voters no later than 5:00 PM on Monday, September 16, 2019. The Registrar of Voters will notify the author(s) of selected arguments in writing of the procedure to submit a rebuttal argument.

October 21, 2019 is the Voter Registration Deadline for the November 5, 2019 Special Election. Lake County voters can register online at http://registertovote.ca.gov or fill out a paper California Voter Registration/Pre-Registration Application available at the Registrar of Voters office, public library, DMV, post office, or other local government offices. When filling out the application you can choose to register to get your ballot by mail before each election (Permanent Vote-By-Mail), fill out a form to get your ballot by mail for just this election, or go to your assigned polling place location on Election Day to vote. After the voter registration deadline you can apply for Conditional Voter Registration in person only at the Registrar of Voters Office through Election Day.

The Office of the Registrar of Voters asks voters to check that their address, party affiliation, and name are up-to-date in their voter registration record. Voters can update their information online at http://registertovote.ca.gov or with a paper California Voter Registration/Pre-Registration Application.

The Registrar of Voters Office is located in the Courthouse (Room 209) at 255 N Forbes Street, Lakeport open Monday – Thursday, 8:00 AM – 5:00 PM. It is closed on Fridays. It will also be closed Monday, September 2 in observance of Labor Day.
