Governor announces rewards for three unsolved crimes

SACRAMENTO – Gov. Gavin Newsom has announced two $50,000 rewards for information leading to the arrest and conviction of perpetrators of three unsolved murders, including one from 20 years ago.

These are part of the governor’s crime tip reward program under Penal Code § 1547.

The law allows the governor to offer a reward of up to $50,000 for information leading to the arrest and conviction of perpetrators for certain unsolved crimes, and up to $100,000 for certain crimes against first responders or for arson upon a place of worship.

Additionally, the governor may issue the reward only upon a recommendation from law enforcement officials.

The first case is that of Teresa Madrigal.

On Feb. 23, 1999, Madrigal, 33, went grocery shopping in Riverside County, and never came back. Her body was found the next day in San Diego County, more than 60 miles from where she lived with her husband and children. She had been shot multiple times.

Madrigal’s case has been featured on local San Diego media for the past 20 years. A $50,000 reward is being offered for information leading to an arrest and conviction in this case.

Additionally, San Diego County Crime Stoppers has offered a $1,000 reward for information leading to an arrest.

If anyone has any information on this case, they are asked to call the San Diego County Sheriff’s Department at 858-285-6232.

The other two cases are those of William Harris and Kayla DeBorde.

Harris, 17, and DeBorde, 19, were attending a birthday party in January 2016 where two rival groups got into an altercation. During the altercation, 35 gunshots were fired into a crowded area at the party, killing Harris and DeBorde, who was the mother of an 18-month-old girl.

A $50,000 reward is being offered for information leading to an arrest and conviction in the deaths of both teens. Central Valley Crime Stoppers has additionally offered a reward of $3,000 for information leading to an arrest.
