Chesbro requests progress report on revised AB 885 septic rules PDF Print E-mail

SACRAMENTO – Assembly Environmental Safety and Toxic Materials Committee Chairman Wesley Chesbro (D-Arcata) has asked the California Water Quality Control Board to report on progress the agency has made on revising proposed rules to regulate septic systems at a Committee hearing scheduled for Tuesday, April 14.


Earlier this year the Water Board proposed new regulations under AB 885 (2000) that, among several new requirements, would have made regular inspections of septic systems mandatory.


After encountering severe opposition from septic system owners at a dozen workshops across the state, the Water Board decided to withdraw its proposals and start over. New proposed regulations are expected to be announced later this year.


The Committee will also take action on three proposed bills related to AB 885 at Tuesday’s hearing.


The Committee hearing is scheduled for 1:30 p.m. in Room 444 at the Capitol Building.

Assembly Bill 885

was introduced in 1999, and signed into law by Gov. Davis in the year 2000. Implementation of this bill includes mandatory inspections of all septics/wells across the state in the year 2010. The recent opposition is just a delayed reaction to this law that has been on the books for years. As the bill stands right now, it will affect Lake County and its property values in dramatic fashion, especially if your property is within 600 feet of a body of water, or a run off creek, depending on how they are defined in the final implementation plan.
If you have a septic system, and/or a well, you should google ab885 and educate yourself about this legislation.

However, the Water Quality Control Board would be advised to leave this septic tank inspection idea alone. I think over taxed, over regulated, over governed Californians are getting sick and tired of taxation and regulation. Young people are headed to less regulated states ( Texas, Arizona, Colorado and Nevada) to find good jobs and affordable housing. Chesbro and his clown crowd should work on balancing California's budget with tax cuts and spending cuts. Forget more regulations!!!
