On Sunday, Sept. 7 at 11 a.m. the Treasury Secretary of the United States announced that the government will be taking Fannie Mae and Freddie Mac into conservatorship.


The first thing to understand is that conservatorship simply means control. Fannie Mae and Freddie Mac, also known as agencies, are the backbone of the real estate and mortgage financing markets. These agencies are responsible for making sure that there is always adequate funding for consumers to obtain mortgage financing for real estate.


Fannie and Freddie are government-sponsored agencies, which means that the government created them. However, up until Sept. 7, the government did not control them. Fannie and Freddie are public corporations.


As you have been hearing reported for the last few months, both of these agencies have been suffering financial losses in the billions of dollars. These losses are directly related to the national housing and financing crises that exists.


The record number of foreclosures, mortgage delinquencies and personal bankruptcies are destroying the value of the mortgage securities that Fannie and Freddie hold in their portfolios. Simply put, mortgage securities that are held by these tow agencies are backed by the consumers ability to pay their mortgages on time.


When consumers are not able to pay their mortgages, and the value of real estate declines, the securities that these agencies hold lose value. This results in the agencies inability to operate and ensure that additional funding will be available for future lending. In the end, they cannot survive without help.


The bottom line is that the current credit crisis has reached epidemic proportions and that the survival of Fannie and Freddie is a must. The government stepped in to take control was the only solution to ensure that funding will be available for mortgages and to provide stability to the housing market.


What does this mean in general?


Below are bullet points that explain the major aspects of the government takeover and how it will affect the market.


  • The United States Treasury now has the ability to provide an unlimited amount of funding to purchase mortgage backed securities from these agencies. The ability for Fannie and Freddie to sell their securities that money will remain available for lending.

  • The government control means that these companies are now backed and controlled by the government. This will almost immediately begin to create stability within the financial markets. The stabilization of the financial markets is one of the first steps to creating an economic recovery.

  • The bailout of these agencies will be paid for by the taxpayers, however unlike the Bear Stearns bailout, the stockholders in Fannie and Freddie will not be rewarded. Treasury Secretary Paulson has made it very clear that prior to any stockholder receiving any dividends from either Fannie or Freddie; the taxpayers must be paid back first.

  • At the present time there is no estimate as to how much the bailout will cost the taxpayers. A major factor in determining the total cost will be determined by how quickly the financial and real estate markets stabilize.

  • Interest rates are expected to remain stable for mortgage financing over the next few months. Rates are significantly lower since the announcement making financing more affordable. As of Sept. 9 Jacie Casteel from Sterling Mortgage in Lakeport reported that rates have dropped to 5.875 with zero points for a 30-year fixed mortgage.


What opportunities exist for homeowners and homebuyers?


  • With the stabilization of the markets, the decline in property values is expected to slow down. If you have been waiting for values to drop further, it is possible that the bottom is very near and sitting on the sidelines much longer may cause your cost of homeownership to increase. The time to act is NOW.

  • Lending guidelines may get a little tougher with new government control. This potentially means that accessing funds for mortgage lending may become a little more challenging and make it harder for borrowers to qualify. Once again, if you have been waiting to purchase or refinance your home, now may be one of the most affordable times to do so.


There are many unknowns pertaining to the takeover of Fannie Mae and Freddie Mac. However, the takeover was a must and the actions of the government will eventually bring badly needed stability to the markets helping to reinvigorate the battered housing market in the US.

can now provide an unlimited amount of funding eh - China/Japan/whoever is just gonna keep on loaning us money?? What happens if they call in their loans? Perhaps all mortgages should come with a free Rosetta Stone/Mandarin Version. I do believe the 21st century definition of conservatism will be privatize profit and social loss. Large investment firms are failing. And we have yet to see the wave of credit card defaults that are next in the batting order. I sadly see to many people every day putting grocery and gasoline purchases on their credit cards. And we cannot forget the folks that will only be in their homes until the limit is maxed out by using the cards to pay the mortgage. We haven't hit the bottom yet, and as we all know - it isn't the fall that hurts, it's the sudden stop.

For Mr. Paulson for throwing out the bums that Clinton put in charge that ran the home loan agencies into the ground, but made millions for themselves and the democratics they supported. Since the politicians couldn't get together to stop their piss-poor loan practices before it was too late Mr. Paulson should be able to create some rigid oversight for loans that makes sense! Vets first, FHA second, convential third, and be realistic!

Big banks and bad government(greedy politicans)are going to do the right thing for the country.You mean its all about to turn around.BS. Not a person up for election is interested in doing that.Reduce government,cut spending,pay our debt,elect honest politicans,secure our borders and follow the Constitution.I fear its worse than we thought.Everyone knows somethings up.Stock up on things you need,everything.Watch your bank.Washington Mutual no longer has my money.God help us.Oh,by the way Treasury Secretary Paulson recently gave a speech at the Federal Reserve building.You know that banker owned private business that makes our money,the bail out money.Wonder what he told them.

The whole crowd of miscreants needs to be sent packing before they pull off another huge transfer of wealth from the bottom 99% to the top 1%.
Obama has exactly that on his mind.

"In the next 47 days you can fire the whole trickle-down, on-your-own, look-the-other way crowd in Washington who has led us down this disastrous path," Obama said.
"smilies/grin.gifon't just get rid of one guy. Get rid of this administration," he said. "Get rid of this philosophy. Get rid of the do-nothing approach to our economic problem and put somebody in there who's going to fight for you."

For some time now, because I met our enemy and its us, to inform has been a goal. If we are as dihonest as I know we are at a local level, what must it be at the State or federal? It has been a natural transgression because we allowed it to go on. After all you can't beat "city hall" or it takes up to much of your time. So we set around watch it fall apart and blame each other. So lets grab our fiddles and have a good time as we go up in flames.

my taxes are going to increase horribly because of po po heads that knew very well that they were selling and others buying into ARM's that any fool would know goes up and down. And banks and homeowners are now screaming help!!! The market effected bacause money is not available, with many scrambling to keep aflote.


The gov't knew this was happening and did nothing because of the big pay offs to themselves and the giagantic political contributions from the corporations for several years. They are now asking responsible individuals like myself and others to come to the aid of CEO's that made over a million a year!!

of course to our govt there is no crisis when it comes to health care!!,& our crumbleing climate due to carbon emissions!!, unregulated oil companies and gas prices!!..just to name my to faves

So just how will the public respond? and I'm not talking polite lobbying but taking it to the streets!!

p.s.America is based today on unchecked greed and militarism...as shameful as that is. We have over 1,100 bases around the world!! I'm over it!!!!

I ask you, is it dishonest to know the one that is petition the government is telling the truth and you as the government offical do nothing? To all of you that have called me names, and for all the reason that only you would know. You are wrong,I have not or am I now the enemy. I take nothing from you I ask nothing of you. This local government being lost with the right think to do and with the awareness of most bureaurcrats have come to belive its about them and not us.After all because it was a personnel matter my only right was to complain.Its a mind set and the whole system is corrupted. The stupidity of it all is honest perple thing they can work with a dishonest system with out them becoming dishonests.A barrel full of bad apples will rot the new one added to it, if left long enough. But what do I know I'm delusional I'm lost with what is right or wrong. We might have stalled to long.What you knew might be no more.

this is some scarey stuff,absolutely true.The law enforcement and military publication(Aid & Abate)have been speaking of this sort of thing for some time.Last year the 1878 Posse Comma tatus Act(excuse my spelling)was eliminated.This act forbid U.S troops from policing U.S.soil.If its civil unrest they want lets not disappoint them.Lets stand up for our rights,God given or otherwise.

As a student of history and more so after this involement with a local government that has lost any sense about rights we citezens have. They have passed rules,regulations and even laws that grant them special status. I have felt the aftermath of the great depression being so close to it. That effect as bad as it was, is only a prelude to what will come. We have lost our compass this system has became corrupted with power,greed and as such are impenitent and that loss is at our peril. you can take my word its true or Lockes that I'm just delusional.

As Americans we all should know whats happening around us.Sadly, many dont.What makes us think as a country we cant fail.Are we so pre-occupied with all we have,that we dont care what our Government is doing.Google NORTH AMERICAN UNION.Every day of my life i tell someone about this.Most havent a clue.If people read the Constitution then compared that to whats happening now in our Government.Wow,how far off track we are would become very apparent.Strange days are upon us,you cant deny that.The Republic is in trouble.

I have spent a good portion of the last six years to infor. Some are taking note now.Those of you that are lost within party tripe are just lost and are the fruit for my lack of hope. You rightist hypocrites bashing each other over party officiation have you not lived long enough to see its just a facade. We are a modern house divided and most assuredly will fall. the government is 1000 steps ahead of the population on this one (taking it to the streets)...In October, the 3rd Infantry Division's 1rts Brigade Combat Team will be redeployed from Iraq to take control of US army North, the Army service component of Northern Command, in the US. They will be trained to use so called nonlethal weapons designed to subdue unruly or dangerous individuals or crowds right here on US soil, and may be called upon to assist the no-name-tags police in cases of civil unrest (source: The Army Times). This marks the first time an active unit has been given a dedicated assignment to Northern Command.
