LAKEPORT – As officials prepare to release to the public the latest report by Lake County's civil grand jury, a new group of jurors for the 2008-09 year was seated Wednesday morning.


The new grand jury was impaneled in a short ceremony in Judge Arthur Mann's Department 3 courtroom at the Lake County Courthouse in Lakeport.


Also on Wednesday, the 2007-08 grand jury report was released to county department heads in anticipation of its public release, scheduled for Friday.


Several county officials were on hand to welcome and congratulate the new jurors. They included Judge David Herrick, Judge Richard Martin, county Chief Administrative Officer Kelly Cox, Chief Deputy District Attorney Richard Hinchcliff, County Counsel Anita Grant and Auditor-Control/County Clerk Pam Cochrane.


Judge Mann thanked the outgoing jurors and their foreman, Brondell Locke, for their service.


“You perform a very important function for the county of Lake,” Mann said.


With its report filed, the group was released from service. The 2007-08 members were Linda M. Alexander, Bob Cate, Pam Clevenger, Virginia L. Cline, Sandra Damitz, Michael H. Daugherty, Steven A. Esberg, Richard Everts, Kenneth L. Fountain, Kathleen H. Harrell, Pauline Hauser, Brondell Locke, Thomas A. Marquette, Jerry T. McCormick, Ronald G. Nagy, Carol Ripplinger, Lonny J. Rittler and Elizabeth Whittaker-Williams.


Mann lauded them for their report, which he called “the most extensive” he's ever seen.


The 254-page document is nearly 100 pages larger than last year's, with outgoing jurors saying it contained 82 reports on various issues and organizations, and also explored several complaints submitted by citizens.


They could not comment on the substance of the report, which isn't to be made public until Friday.


Mann then seated the new grand jury, which included four members – Linda M. Alexander of Witter Springs, Richard P. Everts of Upper Lake, Virginia L. Cline of Lakeport and Kathleen H. Harrell of Lakeport – who had agreed to continue their service from last year's grand jury


The rest of the new grand jury included Joy K. Allred of Upper Lake, Melissa Bentley of Cobb, Terry Bissonnette of Hidden Valley, John G. Daniels, of Lakeport, Harold Dietrich of Loch Lomond, Jesse O. Firestone Sr. of Clearlake, Dave R. Johnson of Clearlake, Loretta A. Krentz of Lucerne, Carolynn Manley of Lucerne, Phillip E. Myers of Lakeport, Charles O’Neill-Jones of Lower Lake, Lawrence Platz of Lakeport, Steven Tellardin of Kelseyville and Carol M. Vedder of Lakeport.'


That still left the jury one person short. So Mann reappointed Locke to the grand jury, a move which Locke greeted with surprise.


After swearing in the new grand jury, Mann reappointed Locke grand jury foreman, which Locke told Lake County News after the ceremony had proved to be another surprise for him.


Mann told the other jurors that they would find it easy to work with Locke, who has been on the grand jury the past two years. This will be his third year in a row with the group, and his second year as grand jury foreman.


Since the grand jury also had no alternates, Mann told outgoing jurors that they may be called in the event there are openings. Mann added it's a “virtual certainty” vacancies will occur on the grand jury in the year ahead.


The incoming grand jurors then went into a closed-door session with Judge Mann, who gave them their charge so they could begin organizing for the year ahead.


During their year of service – which follows a fiscal year format, from July to July – grand jury members serve as officers of the court but work as an independent body to ensure that government is acting in the best interests of the citizens it's intended to serve.


A statement from the grand jury's office says the body's major function “is to examine county and city government and special districts to ensure that their duties are being lawfully carried out.”


In order to do that, the grand jury reviews and evaluates procedures, methods and systems utilized by government entities to determine whether more efficient and economical programs may be employed.


In recent years, the Lake County grand jury has been noted for its highly detailed investigative reports, focusing attention on, among other things, an embezzlement case at the Lucerne Alpine Senior Center, Child Protective Services and defense services for indigent defendants in the county's court system.

Thank you for this article Elizabeth, although I really could have done without the picture. smilies/smiley.gif The members of the 2007/2008 Grand Jury are an exceptional group of people who worked together to accomplish a great deal. For a Grand Jury to be successful they must work together as one, this is a task that is not easily accomplished when you have 19 individual personalities. Last year's Grand Jury overcame every obstacle that came along, worked together as one, and succeeded in their enormous responsibility to the community. No matter what anyone may say about the Grand Jury, the outgoing jury members have everything to be proud of and absolutely nothing to be ashamed of. To those members of the 2007/2008 Grand Jury who read this; I thank you for your encouragement and unyielding support. I will always remember 2007/2008 with pride and fondness. I hope that none of you are ever shaken by any unflattering comments that may be made by those who are ignorant of the commitment and integrity you brought to the Grand Jury.
To the members of the 2008/2009 Grand Jury, we have big shoes to fill. I hope that you accomplish the same level of success as last year and I certainly look forward to working with you in the year ahead. Never get discouraged, never let anyone block your path, and we will never fail.

the picture was frightening, looked liked an AARP meeting, which explains why the local police have a free pass to commit whatever form of mayham they wish to without fear of some pesky grand jury snooping around in a meaningful way.

Wow, amazing how people can throw out these wonderfully broad accusations without facts and blame the Grand Jury.

Quick, Grand Jury, jump to an inquiry of the local PD Smurf says they are up to mayhem so they obviously warrant immediate investigation!

To be honest, I've lived in Clearlake for 2 years now, and I haven't seen any police 'abuse'. I have seen plenty of lawlessness, drunkards roaming the (unpaved)streets at all hours, my neighbors brawling in the middle of the street (twice!)and other random acts of idiocy. The police in Clearlake do a decent job of containing the anarchy, but if anything they enforce too lightly in my opinion, rather than too harshly.

Clearlake is definitely safer, cleaner and saner than when I used to visit the city during the 80s and 90s. I don't understand the harsh words aginst the grand jury, who serve the community or the police who try to keep my family safe from the tweakers, gang bangers, paranoid pot farmers and random off leash pit bulls.

I don't always agree with everything law enforcement does, but Clearlake would be like a third-world-country without them. I welcome the new grand jury and I hope they continue to zealously enforce the laws. And yes, those same laws also apply to police officers.

You are not born with wisdom, it is aquired through time, experience and diligence. I expect and demand that the grand jury act with intelligence and wisdom, therefore, I do not expect to see a "youthful" group. But, don't worry "smurf", I'm sure there are young minds in attendance.

AS one that disagrees that starting the task before the grand jury,with a lie would not be the best way. I have only voiced my oppostion to the process not to the members or the cause they serve.I have made a exception in your case and that you not knowing me would call names.I told the truth but because you took with your ego what was said as personal.You choose to imply that I'm something I'm not. I say loud and clear the Grand jury will not honor that oath but follow what ever rules set up for that function. Now MR.Locke tell me its not so, I have been a resipient of this justice in Lake County and its only a farce. when you became aware what I said was true and what is even worse was with that awareness did nothing. so pat ourself on the back and tell me my rights under the firsr amendment have been met."It is as much the duty of government to render prompt justice against itself,in favor of the citizen, as it is to administer the same between private individuals."Abraham Lincoln. As I close I never said or had bad remarks about those that serve only the process is a lie you will not serve the Constitution but as all others will have excuses to justify that lie. I find to keep a eye on the government to be a nodle cause and one that is necessary but in truth here in Lake County you will be their lapdogs not their watchdogs That is just the way it is.

One reason that there are older folks chosen for the grand jury could be that many of them are retired. It takes long long hours to serve and younger citizens are likely to still be in the workforce. Did YOU apply to be a member this year? Why or why not? Just a thought.

three years ago the police in Clearlake beat a man to death, according to the coroner. Maybe it was nessesary, but they neglected to try CPR on him, their excuse being it was too far a walk to the car to get the CPR kit-even though the car was right outside.
No reprimands, no nothing, because the guy was homeless and had no family to sue the crap out of the city. The GUTLESS GJ swept Keith Drum's death under the carpet to save the cop's butts and the city money-period. You people on that committee have blood on your hands, and you deserve no one's respect or gratitude.

How true and the sad part is that it goes on with the likes of MR.Locke. I have his letters so he can call me names as if the lives of those I knew that gave their last full measure have no meaning? Their blood has cauterize those words and you make a mockery of the oath you took. What they should be saying is they will obey the rules, regulations or procedures of Lake county for the Grand Jury. I'm not saying that you are "wrong" or a liar, I simply don't understand your point. You consistently say that the local government is corrupt and they are all liars, but I wish you would give some specifics and tell us what they lied about, or how they hurt you. You put a lot of words into these comment sections, but I can't remember ever hearing any specifics.

First lets start with the oath this Grand Jury took. It in fact will have no reality to protecting the Contitution. They will be govern by rules,regulations or a process but willnot serve the Constitution. The jury in fact will serve the bureaucrats. Former supervisor Lewis used his government phone for private use to a sum I would call stealing. There was no outing only asked to repay. Did he stand up and state it was a over sight? No it went to the grand jury and they did what I said above. Who advises the grand jury? The same person that advises the board of suporvisors. Please let me state that I have found MS.Grant to be good and honest person but in truth can't say the same for the four males she works for. I have letters from MR.Locke stating I donot meet the grand jurys requirements. I told them the people,what they did and was willing to swear to all the charges I would make. No first amendment rights from them for me.What you get from this local government is a process geard to put off, put off and put off. This government is to give us our rights even if we would sue,their not to lie or cover up lies for any reason. Yes I am a old man and as most old people take medicine. I say this I know when feces is thrown at the public and MR. Locke has done a truly fine job, would make a good politician. So you all hang in there the truth will come out in time

With all due respect and no ill will for the menbers of the grand jury save one. I in my heart know that most are only doing good. You give long hours of dedication on behalf of us citizens and with little reward. So I have only admiration for your cause. Please allow a thought I know what the oath to defend the Constitution is and that is not what the Grand Jury in Lake County is about. The Jury will run by rules, regulations or process to fit the bureaucracy.So until MS. Larson revokes my privilege I will say what I deem true and you that seem to have a problem with what I say please show me the error of my ways. My problem with MR. locke is he took my point to express that point and chose to call me names. It is not personal its as I see it after six years of observation and personal experience. I have been involved with seeking a grievance with this local government longer than you will serve on the jury and with that have spent more time,energy and money to make my point. Part is my fault,not knowing how this government would act and then this governments lack of information so the right choses could be made. I will tell the long process that got me to this frame of mind as I can work it out. Good life
