Nonprofit group seeks to lease, develop Westside Park PDF Print E-mail

LAKEPORT – Westside Community Park Inc. is interested in leasing its namesake park from the city in order to move forward with the next phase in the park's development, and the City Council has agreed to enter negotiations on the plan.

 

The Lakeport City Council discussed the park lease proposal at its Tuesday meeting.


City Attorney Steve Brookes presented the issue to the council. He explained that the proposed lease agreement with Westside Community Park Inc. would allow the group to develop the park through the use of volunteer help and private funds, and on their own timeline.


While that could be a plus for the city, which has reported it's short on funds, it also would mean a loss of control of the land, said Brookes. If the quality of improvements aren't up to the public's expectations, that also could be a problem for the city.


Group Chair Ron Raetz said the group wants to move forward with the park's second construction phase.


"The park's 11 years old now," said Raetz.


Two years into the park's construction, Raetz said the city began "digging in its feet" due to concerns over some of the committee's work on the park, although he didn't specify the exact issues.


For the last seven years, the groups has been preparing for construction of phase two, said Raetz. "We'll do whatever it takes so we can finish this park."


Raetz said the committee just cleared more than $25,000 in a fundraiser. "So we're ready to go."


He said he hadn't yet seen a copy of the agreement, which Brookes said was because he was waiting for the council's approval before offering the draft agreement to Raetz.


Brookes said the draft lease agreement includes a stipulation requiring the group to take over the park's daily maintenance.


Councilman Ron Bertsch suggested making the lease term for three years rather than one, since it's hard to make progress in a year and a shorter duration could cause difficulties when seeking grants.


Various lease amounts were discussed, from $1 a month to $1 a year.


The council liked the idea of letting the group lead the park's development, and gave Brookes direction to continue working on the draft lease and give Raetz a copy to consider. City Manager Jerry Gillham also wanted to know if the group would be willing to take over the entire park, a consideration which wasn't pursued during the meeting.


Gillham commended Raetz for the amount of work he does on behalf of the park.


Following the council meeting, Public Works Director Doug Grider explained that Westside Community Park's second phase includes a new soccer field and baseball fields directly to the south of the new subdivision located there. A third phase with a skateboard park and BMX park is also planned.


He said the cost to maintain the current park's phase one is between $5,000 and $7,500 annually, including caring for the soccer fields – using fertilizer, watering and replacing sprinkler heads – and other necessary maintenance.


Most of the costs are for equipment, he said.


“The man hours aren't that great,” said Grider, estimating it requires between eight and 12 hours per week, a number that fluctuates according to the season.


Phase two, however, could have more substantial maintenance costs, he said.


Any savings of money or employee hours could help Grider's department, which may lose two park employees in the coming budget year due to the city's tight finances.

the city of lakeport will be auctioning-off library park and leasing-out city hall, bids start at $25 for the park and $1 per-year for city hall, contact Jerry Gillham for more info! Nice of Gillham to finish disassembling the town before he heads-out on another all-expenses paid trip to dubbya's desert garden spot, Burke won't have much to manage at the rate Gillham is going!

look like the Grover Norquist version of government, shrink it to the size it can be drowned in a bathtub. The good citizens of Lakeport should just form a militia and they'd have no law enforcement costs either. I'd think twice about charging them for the priviledge tho :wink:

Let's see if they got rid of the city manager position and went back to actually having a mayor run the city they could save 100K plus a year. Oh and unlike a contract employee the mayor could be held accountable for his/her actions. No never mind I said it was silly.

kd006 - Your comment was a whole lot less silly than the city manager comparing the cost to run a public swimming pool to a police officer's salary. That's for sure.

There is something I just don't get, though. If the city is having a difficult time with their budget to the point where they are leasing things out to corporations, why are they only considering charging $1 a month/year for the lease??? (Assuming that is not a typo, because I haven't seen a typo on this site yet.) It makes absolutely NO sense. Shouldn't they be charging fair market value for a lease? Especially when they are complaining about being in debt up to their eyeballs? Again, I may be missing something. If I am, please feel free to educate me. Though it is very nice to give Nonprofits a break I am not sure the city should be giving that much of a break to anyone when in the same breath they are telling us they are broke. Just doesn't make any sense at all.

of behind the scenes work-attending meetings, finding businesses and individuals to donate or work for less than market value, smilies/cheesy.gif assigning responsibilities, carrying out labor, and adding at leat $5,000 worth of responsibility on top of building and maintaining Phase Two-that's asking a lot! Let's be grateful that they are willing to take this long delayed project on. It would help if everyone gave time and labor to help the project. Then it will be "doable." Charging them money doesn't make sense, it's just a symbolic action.

While "behind the scenes" may seem OK, I would rather see up front stuff. No public property should be transfered to any other entity, non-profit or for profit. If Westside Community Park Inc. wants to fund the improvments with out any claim to the land or park fine, otherwise they have another think coming. Way too many "deals" behind closed doors/meetings already to trust anything like that. Just a few more questions, is a second soccer field needed? Is a Baseball field needed? Both will be a drain on limited funds already, can't local groups use a HS field already there with a contract and insurance? Look at Clearlake and their skate park/BMX boondogel do you really want another one?

Dang a soccer field is nothing more than a mowed field and a couple of portable nets anyway, seems like it could be done for $500 for nets! Bigest cost to the city is liability for something like that.

field that just a mowed lawn. Cleats (soccer, baseball and football) tear it up pretty bad. Then there is the cost of watering it. KYSL certainly used alot more than 2 fields when the games were at CLHS as there used to be teams from ages 4 up to 14. And I think what Ellen meant by 'behind the scenes' was actually the physical labor and donations of material and machinery to get it done. The People took on this park and the People have been making it happen. The city attorney frets over the quality of improvements might not be up to snuff, well considering the improvements to date were made by the same folks they are thinking of leasing it to - seems a false worry. I have far more faith in Ron Raetz & Crew getting something done than I do the City of Lakeport. The City and the Chamber of Commerce couldn't even keep toilet paper in the bathrooms on the 4th - its' trickle down Bushworld -we are on our own. Folks like the ones that made the park happen give me hope smilies/cool.gif
