1. What issues do you believe are most central to this year's District 5 supervisorial election? {sidebar id=76}


The continued fiscal health of the County is the most crucial issue. Without hat, other issues that we are face, with such as public safety and infrastructure will be seriously compromised.


2. How serious a threat is the quagga mussel? Did the county move fast enough to stop its spread to Clear Lake and other county bodies of water?


It is very serious and I believe the Board has acted appropriately to minimize the risk.


3. Where do you stand on Propositions 98 and 99, and, most particularly, what is your position regarding the use of eminent domain to seize private property for the purpose of transferring ownership to a private developer to build shopping centers, industrial complexes and other non-public projects?


I have consistently opposed eminent domain and I support 98 and oppose 99


4. What is your position on rent control?


I believe it is unnecessary.


5. As a member of the Board of Supervisors, how will you uphold your oath of office?


I have demonstrated, for the last 8 years in office, that we have a constitutional obligation to the public that we serve. I have made myself available to my constituents and have, to the best of my ability, made decisions that I believe to be fair.


6. Are you in favor of rezoning agricultural lands to other uses?


There are times that it might be in the best interest however, it should be avoided whenever possible. I am generally opposed to that type of rezone.


7. Does Lake County need more protection against unrestricted development of ridgelines and hilltops, or other key points in the viewshed? Why or why not?


I don't see it as an issue. Currently there is no such thing as "unrestricted development" anywhere in Lake County.


8. What is Lake County spending too much and/or too little on?


I have a strong held belief that we are spending too much on real estate purchases and not nearly enough on infrastructure.


9. Are you for or against background checks and drug testing for In-Home Supportive Services workers who care for Lake County's elderly? Why or why not?


I support background checks and drug testing for IHSS workers. With the current system, we are placing many people that have a history of serious criminal behavior, in the homes of the most vulnerable, our seniors. That is unacceptable and we shouldn't be caving to the pressures of the union bosses in Los Angeles for fear of political reprisal.


10. What benefit or negative impact do you believe Indian gaming has had on the county's economy and county government's budget?


I have been an opponent of any new casinos in Lake County. I feel the impacts far outweigh the benefits and the folks that lose the most have the least to lose. Due to losses to gaming, people have less to spend on necessary living expenses.

First I have never received pleasure calling you a liar. This existence as a supervisor is generated from the fact that there is no over sight to point out your malfeasances. The problem I have with you is,When you became aware county employees lied and covered those lies up, you let that wrong stand allowing my rights under the constitution to fall prey to its a personnel matter. A question. How long did it take this government to correct that problem? Has there ever been a investigation into my charges? To this day you have not looked me in the eyes and said your sorry.Being a man has been lost on you,your only a male.

What happened? I see your displeasure in different comments sections from time to time but I would like to know what you are so angry about and why it or how is it Rob Browns doing? I like many would like to see a lot of changes in Lake County and I am not happy with everything but we need to priorotize and tackle each problem one step at a time. For me and this in no way an attack on your opionions in any way but I feel Rob Brown is the best canidate for the job past and present. I would like to know what has angered you so much as I like to keep informed of all issues,

If Rob Brown truly opposes the use of eminent domain to advance the interests of private developers he would reverse his position on Props 98 & 99. Like Prop 90, which the voters wisely shot down in 2006, Prop 98 is another deceptive attempt to undercut environmental safeguards and the tools that communities need to manage their development -- such as the Community Growth Boundaries incorporated in our about-to-be-adopted General Plan. We might not have "unrestricted development anywhere in Lake County" (question #7) now, but if 98 passes we will be wide open to it in the future.

Prop 99, on the other hand, is what it is and does what it says: prevent the use of eminent domain to seize a home which is then transferred to a private developer. That's it, no hidden agendas, just a solid simple safeguard against a practice that everyone opposes.

that Rob is a better candidate, BUT: he's COMPLETELY wrong about prop 98, look at ANY of the Farm Bureau propaganda on it and you'll see they NEVER mention it abolishes rent control-which is their hidden agenda they are pushing.
Rob is wrong that we don't need better regulations regarding hilltop and ridgeline developments, just look at some of those hideous homes that have been plopped onto some of our most visable hilltops-the new general plan will ignore this issue over my dead body!
Rob was wrong to sit on his butt and do nothing about the quagga threat, the only reason we have a functional program to protect the lake is Denise Rushing got the job done BY HERSELF.
Rob complains about the county buying too much land but the biggest land-buy deal going is in his district and so is the Black Forest-which was also obtained on his watch, and Rob's got the lion's share of road repair money for his district too so the complaint about not getting the infrastructure money is weak too.
Rob was also wrong to drag his feet on getting an agreement with IHSS, he was shortsighted and petty when dealing with the union and the program was harmed by the delay and un-needed turmoil.
Rob has also been too developer-friendly in too many cases where he shouldn't be, and sometimes I suspect it isn't for logical or noble reasons.
Rob is a better choice for the job, but he has plenty of flaws that we need to whittle-down to make him an acceptible supervisor.

You should give reasons to vote for Brown not that he is the better choice. Better at what? Your list above and that he is a lier is not enough to show him the door? I have said clearly that Brown when he knew that county employees lied, choice to be part of the lie and cover up. His job was to insure my right he took a oath stating so. There will be legal controling authority in time. If not in Lake County some were else.

Dear James
when you make accusations of a candidates malfeasance's? lies? cover-ups? and violation of your civil rights? Then give us an example. Tell us the wrongs committed by this candidate so that we may judge it for ourselves. Then you go on and accuse him of somehow being less then a man. James why don't you stand up like a man and tell us your dispute and your side of the story. What charges did you make that needed investigated? You said "How long did it take this government to correct that problem?" What does that mean? what are you talking about? You make remarks on a persons character without a reference, time, place or fact to what you are referring. I will give you the benefit of the doubt and believe that you believe something or someone has wronged you in a such a way to lash out in your God given right to do so, but without a clue to what it was seems like bravado not substance. Without an example it lacks merit and credibility. you could of responded to my asking of an explanation to your comments but you chose to lash out at smurf. If no explanation is forthcoming then I can only assume that there is none and would not respond to anything further you write here or give it any creedence. I am a person that is curious and would like to know all I can before I vote. Here's your chance to convince me and let the world know of how unfair or possibly illegal this system and Mr. Rob brown has been to you. Looks like Mr. Brown is the weaker candidate. Like Arnold our fine and good Governor, his experience is not changing the basic role of government to do what private enterprise can't do - Like Law enforcement fix roads and all the rest.
Unfortunately, Arnold could not produce. I am sorry that I voted for Rob Brown. He has not produced, and his health has gone south. This is not entirely his fault, it just happened. I have also heard through the grapevine that he might be planning to get a non-service related retirement after the election due to his health. I really doubt this at all to be true, but it makes me worry about the liberal board picking his replacement. Maybe his wife should have run for office as she is not sick to my knowledge. I think the bail bond business causes stress and heart trouble, just like working as a Police Officer.
Robert Stark was a Marine in Vietnam and I respect that above all else. All things being equal I give the nudge to Stark, as he is a veteran, and he picks up trash on Bottle Rock Road. This is another plus.

There is a liberal board in Lake County??? Where, who are they??? I highly doubt Rob would retire for health reasons - I get the feeling he is a die in the saddle kinda guy - probably much to the dismay of his wife. But should ill health take any supe outta duty permanently there would be a special election to fill the seat. And 3 votes would still be needed to get anything done till an election could be held. Needing 3 is nothing new.

since you asked, Rob does a very good job on the mundane issues that take up 90% of the BOS time every Tuesday, he does research on a regular basis (hello, Mr. Smith, anybody home?), asks good hard questions, and he isn't afraid of doing something that's not popular if he thinks it's right. He's saved this county millions of dollars by using good oversight and judgement, no other supervisor has done as much to control spending and waste in county government.
Also, I think his health is improving, as he's lost most of the extra weight he'd been dragging around, and he looks to be in better overall shape than he did a year ago. So he may last another four years, I'd bet he will.

Pursuant to California Government Code § 25060, the Governor has the appointing authority to fill a vacancy on a county board of supervisors until the next general election cycle. The appointee of the Governor must be an elector of the district which he/she will represent for 30 days immediately preceding the appointment and reside in the district during his/her incumbency. The appointee will hold office until the election and qualification of a successor with such election to be held at the next general election unless the term would expire in January following such general election. When a vacancy continues from the failure of the person elected to succeed the appointee to qualify for office, the Governor's appointee holds for the unexpired term.

First I have called Brown a liar for good cause. I have said what he did I have named the people that did what I said they did. I could care less if you like Brown or not. All I have tried to do is tell the truth. One cannot slander without consequence so Brown can sue if I am not telling the truth. Would you please tell me what is more important than ones rights.This is not about nails. This is about bureaucrats abusing power with out accountability. and the arrogance to seek the office and oath they violated.The reason we have a system as such in place, you feel I need to move on, get over it,for get and forgive.That day will come but untel then Brown is a liar and he can sue if he would like to prove otherwise.

You are right perhaps I am late to your forum and post. The words used to describe Mr. Brown are disrespectful and uncomfortable to me as a reader. The disparaging words have no meaning without some-kind of reference to them. we have first amendment rights to say whatever we feel, even if we are incorrect as long as we do so in an honest believing manner. Rob Brown or anyone else cannot sue you for your beliefs. If this is something that happened in the past and you are not going to fight the good battle or even talk about it anymore then please do not. Name calling is counter productive. It makes people take the side of the underdog like I have done in response to your language and rush to the side of Mr. Brown. James you are actually driving votes to Mr. Brown the person you say has done you wrong. If you had some fault in what transpired then I can see your position not to talk about it in fear of a lawsuit that may be brought against you. In that case too dropping it at this point would seem advisable. If you don't like someone fine. if your not going to vote for a candidate that's your right. but to say words that are highly offensive without explanation is wrong. It did happen or it did not? You are right or your wrong? He is right or he is wrong or it lies somewhere in the middle. You can say whatever you believe in the greatest of details without the fear of being sued, I guarantee you that and so does the constitution. While your words are hell bent on taking the votes away from Mr. Brown I and probably others find it contrived and I am voting for Mr. Brown just to offset your accusations without merit. Good luck in the battle that you can call people names and make accusations but you cannot speak of it out of fear of a lawsuit, BS.

I am looking to vote for the best candidate, period. If you had information that would lend me to believe that Mr. Brown was not the one I should vote for I wanted to know, that's all. When you post your comments in a public forum you owe it to the readers to explain your views to everyone not just me. You are the one that offered up the very first comment on this forum, remember. For all I know you could be Mr. Stark, you could be a relative or friend of Mr. Stark or you could just be crazy. Without a justification of your remarks you have already slandered the person. One more thing quit using Semper Fi if you don't know what it means to do business the Marine way. Marines don't call people names without standing by their convictions and letting the chips fall where they may.

quite well what Semper Fi means and has earned the right to use it in this matter and any other matter he may choose to use. He has explained in the past in these posts that he truly has a beef with these folks - seriously, you've never had smoke blown up your skirt at the Courthouse?? Some folks take their government not being responsible to them as just par for the course. James does not. He took an oath to this country probably long before you were born and he abided by it and still does to this day. He expects no less from those who have no problem accepting his tax dollars in their paychecks under the auspices of public service (who then serve everyone BUT the general public). Keep on posting James - last time I looked you still have the right. Lisa and Phil have the right not to read it.

My husband is in Iraq as we speak for his second tour. Our 8 Y.O. boy has seen his father less than half his life. I have the greatest respect for our servicemen. I do not like people calling others inflammatory names for any reason and then not with at least some kind of justification. James made the comments and I asked for the reason. I know my husband would never call anyone less then a man. It seems like just anger and hatred without a means for justice, understanding and atonement. Nothing can or will be settled by name calling.

James had a contractor who did shoddy work (wrong nails I think) and county inspector mistakenly passed inspection. James wanted folks fired over this issue. When the Dept Head declined he asked the BOS for her head. The Board did not do as James wished so he feels they have somehow lied.

But if someone lies to you (especially someone who answers to the professional title of public servant) and you call them a liar are you "name calling" or truth telling? If the county forces you to buy a building permit from them under the auspices that they are oracle of all things built properly (to not do so is a violation of the law) and you are dependant on them signing off on the permit that the work was done correctly so the job can move forward now that this part has been signed off on as being correct and it hasn't been done correctly - is that fraud or mere dereliction of duty? I can personally attest to the time I called the inspector to sign off on my electrical & heat ducting in an addition I was putting on our house. Had the crawl space in the ceiling opened up and the ladder ready. The Lake County Building Inspector sent out to sign off on these items looked at the ladder and looked at me and said, and I am directly quoting "If I want to look at ducks (ducts?) I'll go down to the Lake" and signed off on the ducting. Neither he nor I knew if the person I hired did the job right. The guy I hired had a duty to do his job. The inspector had a duty to do his job. As I paid money to both, they both had a professional and fidicuiary duty to see that it was done correctly. Not that there is a snowballs chance in hell that I will ever do anymore building on this place but if I did I surely would not bother to take out a permit - its fraud as far as I am concerned.

Lisa my name is James Henderson a husband for 45 years a father,grandfather a Marine and will assure you I not only now what Semper fidelis means"Always Faithful."But away of life for me. What I have said about Brown is true, I cut him no slack he took a oath. I have made charges and this government is to investigate and if I lied charge me with perjury. Then be done with me. If it's the same county inspector that just retired. I know who you are talking about. He has been said by an honest contractor friend of the family that he was just putting in his time until he could retire. I was also told that because of his medical condition or laziness that he could or would not inspect homes the way he was suppose too like, he would never climb ladders or do any roofing inspections. I would bet there are a lot of inspections that are not up to code according to my source and it is reputable. I hate to keep beating the same drum but now I may have information to make a decision on my vote. How does this inspectors slip shot inspections have to do with Mr. Brown?

If it is the same dude and he was physically unable to fulfill the job description then and they let him ride for 13 more years so he could get his full CALPERS all I can say is "woof" :!: I think Lisa, that shipshod performance in county employees does fall under the perview of the Board of Supervisors if not sufficiently addressed by a Department Head - course I'm still a believer in "the buck stops" somewhere :wink: - as I see closed hearings regarding personnel matters on the agenda regularly I assume the Board does have a say over employee performance which includes veracity. James' problem occurred under Rob's tenure on the BOS, mine did not.

The inspector that I referred to had recently retired with 15 years in the County. It very well could be the same person. While even if the head of each County dept's may fall under the preview of the board of supervisors, surely all the County employees cannot. When as you state this occurrence took place under Mr. Browns tenure he cannot be to blamed for any or every County employees performance. While this County employee's boss may be under the curtain of scrutiny, to blame Mr. Brown seems like a stretch. I am sure there must be more to the story and like James has said I am behind on the times of this event and facts. I am open to any more information anyone would like to provide. I will listen to all the candidates views before I make my decision but what has been given to this forum on this topic is not enough for me to condemn Mr. Brown.

First I never asked for someone to be fired as stated above with a person using my name. Next the contractor lost his license so there would be alot more than just nails. From the onset government employees started to lie and cover up. The fact is when the board of supervisors knew that this had occured choice to go along with those that lied. All employees come under the board when a complaint is lodged.Lastly I can't speak to what your husband would or would not do only how I feel. There are times when what has been done is so egregious you don't let it stand. Wish your God to oversee your husband and he comes home well. Semper Fi

I would hope that you would have some recourse against the contractor and his holdings. It seems that whenever we have tried to get a contractor to do something for us and friends alike they don't even bother to return our phone calls. Either they are too busy I assume which seems unlikely in this economy or they must be working outside Lake County area. It seems in a lot of areas of industry here we get second rate work and substandard professionalism. We did get Larry Stultz Construction to put a very beautiful deck on our home and I highly recommend him to anyone. Great work, great guy.
