Office of Emergency Services plans training exercise PDF Print E-mail

UPPER LAKE – The Lake County Office of Emergency Services, in conjunction with its operational area cooperators, will conduct the second annual Mass Causality Incident training exercise this week.


The exercise begins at 3 p.m. Wednesday, May 28, and will conclude at 7 p.m., according to a report from Sgt. Gary Basor of the Lake County Sheriff's Emergency Services Branch.


The incident is being staged at the County Park on Highway 20 in Upper Lake.


The exercise will test Lake County's and the mutual aid partners' response to a hazardous materials / mass causality incident on a major artery of Lake County, where there may be a fire involved and multiple injuries and fatalities.


Although actual traffic on Highway 20 will not be affected, responders will coordinate the anticipated traffic congestion as if this were a real event. The fire, police and emergency medical service representatives will effectively carry out their simulated response. Agencies outside of Lake County will support the execution of this exercise.


The exercise will facilitate the training needed to insure that emergency responses for hazardous materials, mass decontamination, and medical services, are fully functional to protect the public, save lives, and property in the event of an actual incident.


Those planning on participating in the exercise include the following agencies and cooperators:

Kelseyville Fire Protection, Lakeport Fire Protection, Lake County Fire Protection District, South Lake Fire Protection District, Northshore Fire Association, Redbud Hospital, Sutter Lakeside Hospital, North Coast Emergency Medical Services, Lakeport Police Department, Lake County Sheriff’s Office, Lake County Health Services, Lake County Public Works, Lake County Parks and Recreation, Lake County Transit, Lake County Office of Education, Mendocino Public Health Services, Howard Hospital, Mendocino Coast Hospital, Ukiah Valley Medical Center, Ukiah City and Valley Fire Departments, Ukiah Ambulance, Redwood Valley Fire, Calpella Fire, Mendocino County Office of Emergency Services, local ham radio operators from both Lake and Mendocino County, Tribal Health, Hidden Valley Security, Ameri-Corps, American Red Cross, Last Mile Auto Salvage, REACH, CALSTAR, local multi-media organizations, Cal Fire, Caltrans, California Highway Patrol and the California Governor’s Office of Emergency Services.

we have two large-scale threats to the residents of Lake County: fire and earthquakes. We are poorly prepared today to deal with either scenerio, but we're doing this nonsense because it gives the kids a chance to play with some of the toys they bought with all that Homeland Security grant money.
A mass evacuation drill in the Riviera is a absolute necessity to find out if it can be done without gridlock, and to get the locals prepared for the real thing when (not if) a major fire breaks out. Once again our county government has let us down because of the poor prioritization based more on funding systems rather than genuine risk.

You never have anything positive to say about any issue, and if that is true why don't you leave. At least our responders are training and preparing. If you have any emergency management background you would know that any type of drill, training, or exercise only increases the state of readiness for our responders. Hello smurf, The MCI training they plan on doing will work on 99% of incendents.
The ICS works. and training is the best way to get all jobs filled.
Trust the good guys, they want to save life and propetry. and if they have new tools, let them try them out.

Heads up little blue person, we have LOTS of hazardous materials going in and through this county, it is a big deal. As for mass causality incidents on a major artery of Lake County, look at where we have two school on/next to Hwy 20. Each school 400+ kids & staff.
Just take a look at two weeks ago, when a tree fell across Hwy 20, and power lines were down. It wasnt a MCI, but it did shut down Hwy 20 for 4 hours, that is a big deal, no one there to tell us how to get around it or how long we would be there. What would happen if there was a fire or medical aid on the other side if this tree?
So what Im trying to say is, PLANNING is good. The Incident Command system works great. You can use it to plan a big BBQ party , and it is used during a Major incident and everything inbeteween. But its just like baseball, you need to Practice, Practice, Practice...
About the Rivirea, I bet if you were to go to the Kelseyville Fire dept or to CDF-Fire, or maybe even Lake Co. OES you will find out they do have a plan for that area. Its also up to all the homeowners to learn escape routes if theres is blocked off. And to cut the brush around there houses to give the Firemen a chance to save a house. It starts at home with a little pre-planing. If you can stop by in Upper Lake that day just to see what takes place, it might open your eyes.

Your full of S**T I have tried to work with Willie Sepeta at south shore FD and Rivera at OES, I have first hand knowlege of what "second class citizen" means, those A**holes could not give a common citizen the time of day. Last I heard Willie Sepeta was still at South Shore Fire not OES.

But like many others who tried to assist in a drill, I gave up since for all the false promises to call me when a drill was going to go on they never did.

Like the standard operating proceidure for Police and Fire, the public is not welcome and considered an annoyance.

I can tell from your recent posts that your either with the SO, PD or FD. So I know where your coming from, go on back and sniff your bosses A** again and stop telling lies, those of us who have been there know it's just posturing as Smurf pointed out, truth hurts.

Let me see there is the Incident Commander, who should be appointed in order of who is first to arrive at the BBQ, next we will designate a PIO who will be responsible for letting everyone know when the burgers will be ready, a Provisioning officer to get the ground beef, buns and ketchup (and perhaps even mustard), Fire line in charge of the briquettes and lighter fluid, someone to start the backfires and light the grill, of course we cannot forget medical, might have a boo-boo or two, better hand out walky-talkies to everyone and use tactical calls and after it's all over the PIO will write up the press release saying exactly how many guests were fed, how many pounds of beef were used and how many hot dogs were consumed. You're a MORON!

TRAINING,DRILLING,PRACTICE,TEACHING,and Learning
Its starts at home practicing on escape routes, during the worse of times.

Yolo County is proud to have Lake County as a mutual aid county to county partner. Lake County is one of the TOP leaders in Fire/EMS community in Northern CA.

I just talked with OES Willie Sepeta, he said the public is welcome to come watch. I also asked if someone was to bring a new idea to him, how would you handle it. He said he would take down all the persons info, and get back to him/her after the traning.But will look at it, and even call the person to come down to show how it can work.So,kd006 there you go, you have a chance to so your stuff. He said he will listen to everyone. He said if you want to make a change, join the Volunteer fire department in your area.
