NICE – Tensions between the Robinson Rancheria Citizens Business Council and a group of tribal members the council is trying to remove from tribal membership is continuing to mount, and culminated in another protest at the casino's entrance on Saturday.


The Saturday rally is in response to a round of evictions under way by the tribe's housing committee.


About 30 people carried signs and walked along the edge of Highway 20 at Robinson's entrance. Sign slogans ranged from “Robinson Rancheria court equals housing eviction,” “Illegal housing evictions and fraud,” “Stop tribal council fraud,” “Lies, cheat, steal, “Honk for justice,” “Tribal rights denied,” “Nepotism and greed” and “My grandma is being evicted after 21 years living here.”


Over the three hours the group protested Saturday, they received numerous honks and gestures of support from passersby. One couple from out of the area stopped by to ask about the protest and what was happening.


Last December, following months of controversy over a disputed election, the Robinson Rancheria Citizens Business Council – headed by Tribal Chair Tracey Avila – passed disenrollment resolutions on 63 tribal members, according to recently released documents.


The council also disenrolled an additional three tribal members for lack of blood quantum – the amount of blood a person is supposed to have to quality for tribal membership.


Before taking the disenrollment votes on those 66 tribal members, the council also unanimously voted to disenroll Marie Boggs Quitiquit, who had by that time been dead for several years. The votes to disenroll her children and grandchildren, part of the large Quitiquit family totaling more than 30 members, then followed.


Marie Quitiquit's daughter, Wanda Quitiquit, is currently leading the disenrollment appeal effort to the Bureau of Indian Affairs, which has granted numerous delays in the process since the start of the year. Next month, the final appeals are due, and a BIA decision on whether the disenrollments were valid is expected to take place.


A previous protest by those who were disenrolled by the council and those who supported the disenrollees' case was held in front of the casino on Jan. 17, as Lake County News has reported.


That same month, the tribe's housing committee began efforts to evict several of those whose names were on the disenrollment list from homes built on the rancheria with federal Housing and Urban Development funds.


HUD officials have confirmed to Lake County News that they issued findings in February that found the tribe was not in compliance with the guidelines of its federal housing grants. The tribe could be forced to repay its grants – the amount was not disclosed – it it refuses to take corrective actions.


Those facing eviction include Inez Sands, who is raising her grandchildren in a five bedroom home that protesters on Saturday said already is being measured for new tile and carpet for new occupants. She received a three-day quit letter in January but has refused to give up her home.


Another person targeted for eviction is Karen Ramos, who was told she needed to come up with $4,000 in back mortgage payments for face eviction, according to her daughter, Tonia Ramos.


While many of those slated for eviction owe back mortgages, tribal member EJ Crandell – whose disputed win over Avila for tribal chair last year appeared to set the disenrollments in motion – said owing back mortgage payments was common among all tribal members, even the council, after the tribe took over its own housing agreements after severing ties with Northern Circle Indian Housing Authority in Ukiah.


Lake County court records show that Avila also had been sued by Northern Circle at one point over housing issues several years ago, which were resolved.


The current housing committee includes members of the Anderson family, to which Avila belongs also. Committee members include Judy Anderson, Michelle Monlo, Diane Boggs, Deborah Anderson and Audrey Gutierrez.


Crandell, whose grandfather is a part of the leadership for the Hopland Band of Pomo Indians, said Robinson's tribal council attempted to have Hopland's tribal court handle 11 eviction cases, but Hopland turned down that request.


At one point Saturday morning Gutierrez showed up and confronted the protesters, using a cell phone to photograph and record the encounter. The protesters yelled questions at her, asking her which house she was going to get after the evictions were carried out.


Another election was held Saturday, Aug. 22, with the top vote getters being Curtis Anderson and Clayton Duncan. A runoff election is due to be held, although Crandell said there were concerns that the election was being invalidated, just as the election in which he beat Avila last year was overturned.


The election is having other ramifications for some tribal members. Tonia Ramos said her husband, a longtime Robinson Rancheria casino employee, abstained from voting in the tribal election, as is his normal practice. The result this time: The tribe suspended him pending an administrative hearing in which he faces losing his job.


Crandell's mother also has been threatened with eviction action.

that the indians can screw things up as bad as the rest of us when they really try. Hopefully the BIA will step in and restore some kind of order next month, though that might be expecting a bit much. They really need a serious boycott of the casino to make some headway with the council, that's about the only way to get their attention.

This is complete garbage!! These native Americans are doing to each other what colonialism did in the past. Give me a break! The criteria set to be a tribal member is providing proof that you are a descendent from that tribe? And that comes from where? The 1915 census? What about interracial marriage and forced relocation by the US Government prior to this census? Even after the census many of these individuals headed for the Bay area for work.
This is not about genealogy this is about greed! Revenues from these California casinos exceed 5.1 billion a year! This is self-governing under the Indian Re-organization Act of 1934? How very sad.
I agree with the above....forget the protest organize a boycott across California!

For a succinct, well-written article, per usual. Audrey appears to be stuffed with other peoples money, doesn't she? She was sent to instigate and tape the protesters for retaliatory purposes.

We used to regularly dine at Robinson Rancheria. We often entertain guests from out of state and if the visiting group is large, to avoid overcrowding in our house we used to recommend they stay at the Rancheria. Friends from Europe were especially pleased to be able to add "supporting America's Native people" to the list of things they did on their visit to Lake County, and the Rancheria's gift store saw alot of business as result of people we referred to them.

No more.

After the election shenanigans and subsequent retaliatory disenrollment began last year, we have refused to dine at Robinson Rancheria, and we no longer advise any visiting out-of-towners to stay there. Instead we refer them to other businesses along the north shore and in Upper Lake.

It has been almost a year since I last set foot in Robinson Rancheria. I will continue to boycott them so long as this dis-enrollment nonsense continues. If the dis-enrollees and political victims do not receive justice, I will never give Robinson Rancheria my business again. The Rancheria's loss will be a gain for neighboring hotels and bed-and-breakfast establishments.

...give the Indians enough power, they start behaving like the "white man" who kicked 'em out of their own land in the first place. Those who do not study history are doomed to repeat it.

Besides, like all other Indian casinos, Robinson Rancheria stinks like other people's smoke. Yuk. My lungs want to boycott it anyway.

Disenrollments and evictions? Sounds like the tribal council has learned from the early white pioneers, and are now inflicting harm upon their own for profit. This kind of greed and corruption make me all the more sad for the plight of the Native Americans. I used to think that casinos would save them...but I've discovered that they are the nails in their own coffins. When you start squabbling about who is "Indian enough" to be in the tribe, you start missing the entire point of working together to preserve a nearly forgotten way of life.

The decimation of Native American tribes may have been started by white pioneers who brought diseases, alcohol, tobacco, poverty and dispossession...but it's the Native Americans themselves who are in danger of finishing themselves off. That rancheria will not see one dime of my money so long as they continue this disenrollment madness, which is only about two things, wealth and power. Who's the real enemy now?

The public needs to know that there was a meeting that took place for a "matter of public concerns" with robinson rancheria's tribal council, and the HUD rep to discuss removal of tribal members of their homes frm potential disenrollee's. The events of the meeting of the HUD official was they could not be removed from their homes due to hud guidelines/regulations. This is why the demonstration took place on Sat. So, hearings to lose our homes are being scheduled and they don't mind starting with an "Elder" who is I don't mind saying "scared to death"

The murky world of Robinson enrollment degeneration is a symptom of neglect. The ugly underbelly of U.S. - Native relations was to "go away" with the IRA of 1934, which was to impose the "square peg" of Euro-American government on the "round hole" of what traditional culture survived the atrocities of "civilization" and "settlement". In other words, a quick and easy way to once again, "take care of the Indian problem." The HUD should stick to its guns and stop any evictions based upon the shoddy and illegal disenrollments, at the least. ALL Robinson members should vote on leadership and that should be enacted BEFORE any action is taken on disenrollments, if any.

If anyone else has done what tracey avilla has done she would be in jail. The same non-indians who would abuse, embezzel federal funds usually get fired or imprisonment. Case in point: There was a gov't emplyee who had her daughter stay in same hotel and she got dunked (in calif.) Asking for people to inaudate the B.I.A office on the injustice and civil rights violations can't even get a slap on the hand for tracey - anyone who wrks for HUD or knows someone at HUD pls help us evilla is very tricky w/them

Before the casinos, tribes had a stake in having more members. More members, more voice more services, stronger presence. Now that the casino money is distributed after paying the Mob their portion for "running" the business end, the fewer people, the more $$ the remaining will get. How convenient to suddenly find previously unknown "flaws" in people's lineage, magically and amazingly never the families who will be getting the extra payola. They are having a hard time camouflaging their agenda. I'm sure many of the disenfranchised Indians will have a lot to talk about regarding goings on and perhaps a federal investigation will follow. Just think, disenfranchised twice! Once by the evil settlers, and once again by the evils learned FROM the settlers and applied by their own.smilies/angry.gif
