NOTICE OF PUBLIC COMMENTING PERIOD



On May 4, 2009, HUD released a Notice of Fund Availability (NOFA) for the Neighborhood Stabilization Program 2 under the American Recovery and Reinvestment Act, 2009. A total of $1.93 billion in NSP2 funding is available nationally to carry out neighborhood stabilization programs. NSP2 funds will be awarded through competitions whose eligible applicants include states, units of general local governments, nonprofits, and consortia of nonprofits. The deadline for applications is July 17, 2009.


HUD’s Description, Neighborhood Stabilization Program 2:


The purpose of the Neighborhood Stabilization Program is to assist in the redevelopment of abandoned and foreclosed residential properties. All activities funded under the program must be used to provide benefits to individuals and families whose incomes do not exceed 120% of the median income. At least 25% of the grant must be expended on eligible activities that will provide housing for persons or families whose income is at or below 50% of the area median income. NSP eligible activities include: A) creation of financing mechanisms for purchase and redevelopment of foreclosed upon homes and residential properties; B) purchase and rehabilitate homes and residential properties that have been abandoned or foreclosed upon in order to re-sell, rent or redevelop; C) establish land banks for homes that have been foreclosed upon; D) demolish blighted structures; and E) redevelop demolished or vacant properties.


Proposed Program Activities:


The Community Development Commission of Mendocino County and Building Better Neighborhoods will apply for an estimated total amount of $ 6,985,000 for its Foreclosed Homes Purchase & Resale Program under the NSP-2 program. (Census tracts 0001, 0003, 0004, 0005, 0006, 0007, 0009, 0013, 0014). Activities include the following:


* Acquisition, rehabilitation and resale of single-family residential properties: Funds will be utilized to acquire, rehabilitate and sell foreclosed or vacant properties in the census tracts of 0001, 0003, 0004, 0005, 0006, 0007, 0009, 0013, 0014. Funding request- $5,000,000

* Green building and Energy Efficiency retrofit Program: Funds will be utilized to improve the energy efficiency and green features of all buildings rehabilitated under this plan. Funding requested- $750,000

* Down payment and housing counseling assistance: Funds will be utilized for down payment assistance ($30,000 maximum per household) and homeownership education/credit counseling required under NSP 2 program. Funding request- $600,000

* General Administration and Planning Costs: The Community Development Commission is proposing to utilize 10% or $to plan and implement the NSP 2 Program over a period of 3 years. Funding request- $635,000

PROJECT TITLE:


City of Lakeport Housing Element Update


PROJECT LOCATION: The City of Lakeport is located in Lake County in the State of California. Lake County is bordered by portions of Colusa and Glenn counties to the east, portions of Napa and Sonoma counties to the south, portions of Sonoma and Mendocino counties to the west, and portions of Glenn and Mendocino counties to the north. The City is located along State Route 29 (SR 29) on the western shore of Clear Lake.


PROJECT DESCRIPTION: The City of Lakeport’s Housing Element update would revise the City’s Housing Element consistent with the requirements of state law.


FINDINGS / DETERMINATION: The City has reviewed and considered the proposed project and has determined that the project will not have a significant effect on the environment, with substantial supporting evidence provided in the Initial Study. The City hereby prepares and proposes to adopt a Negative Declaration for this project.


PUBLIC REVIEW PERIOD: A 30 day public review period for the Negative Declaration/ Initial Study will commence on June 29, 2009 and will end on July 30, 2009 for interested individuals and public agencies to submit written comments on the document. Any written comments on the Initial Study/ Negative Declaration should be sent to the attention of Andrew Britton, Planning Services Manager and must be received at 225 Park Street, Lakeport, CA 95453 by 5:00 PM on July 30, 2009.
