The Theory - 2007/05/03 21:27 Houston we have a problem; well actually it’s right here in Lake County. I like to call it the "three monkey" phenomenon, well actually there is a fourth monkey but with its "Do No" motto well I guess you get where this is going.

The three or four monkey theory works this way, say you see something that is wrong, being a concerned citizen you call up one of our fine public officials to report it and hopefully abated. This is where the first monkey answers the phone; "Hear No" patiently listens and by the end of the conversation says you really have called the wrong party. Next they tell you to call their counterparts in other departments.

This can go through several layers of local and county government until you encounter "See No", now this monkey has the ability to somehow telepathically not see any problem. Lest their eyes be offended they diplomatically refuse to come out to look at the problem. Then magically they transform into "Say No" this takes many forms from simply refusing to continue to discuss this or more likely a defense of their fellow monkeys by citing "staff shortages", "vacations", "medical leave" or the ever favorite reorganization of the departments under new leadership.

Ultimately they all embody each others characteristics, but most prevalent of them "Do No" which seems to come naturally. There is a subspecies of "Hear No" which is found usually at the higher levels of evolution and this type simply will not take calls from the public at all, but have "filters" in place to deflect calls. These filters take the form of "Say No" citing the above excuses till you leave them alone.
