			<description>City I\'d worked with, council rules allowed any council-member to move an item from \&quot;consent\&quot; or \&quot;information\&quot; only, to a public hearing. However if it had not been noticed as such it would require rescheduling. The item had evidently not been properly noticed even to the council members as Ms. Lyons was unaware of the content of the \&quot;information\&quot; to be presented and none could gauge the appropriatness of it being an information only item. As there seems to be some vague procedural issues yet to be ironed out (Lafco etc.) a rescheduling, as a public hearing seems in order and should cause no relative delay. If the Mayor wants to \&quot;get off his butt\&quot; he will so order so that the issue can move forward cleanly and fairly. - Tim</description>
