			<description>you\'re right about part of this, though I don\'t think our local DFG warden is out to scam anyone, as she\'s always been on the up-and-up from what I can tell.

 I do have my doubts about the dogs though, they have tried using them at places like border crossings but have a lot of problems with them breathing too much car exhaust and gas fumes, so they don\'t get used that much and have to be kept away from things that will overwhelm their smelling abilities. 
So that\'s why having them smell boat bilges seems like something they wouldn\'t want to do and it\'s quite possible they couldn\'t detect the quagga because of fuel/oil fumes masking the mussels. Then there\'s the issue of whether they can smell a larve, another longshot in my veiw. But even if they could there\'s one dog here and dozens of launch sites, the odds the dog would be where the quagga were at the same time are again a longshot.

It\'s a safe bet the county wouldn\'t fund this kind of experiment, but as long as it\'s state money the bar has as always been lowered effectiveness-wise, hmm, I wonder where the state gets their money? - smurf</description>
