			<description>Sure the rates might actually go up for a period, then future residents won\'t be held hostage to stockholder dividend increases and the water/system quality won\'t take a back seat to profit. 
That increases land values in the community where the water is produced and consumed as opposed to where the profits go otherwise.

No brainer, people really need to start imagining that this thing called future is for real and needs to be planned for outside of current desire. - jjensen</description>
